Lost impression share to rank measures the share of eligible impressions you didn't get because your ads' rank was insufficient.
Formula
Impression share + budget loss + rank loss = 100%.
Worked example
A campaign shows 42% impression share, 12% budget loss and 46% rank loss. Raising the budget will unlock 12 points at best. The real reservoir is in ad relevance and landing page quality.

A rank loss above 40% usually signals a Quality Score problem or bids below the market threshold.

- Answering a rank loss with budget. Budget changes nothing about the rank.
